How does the VQA Authorization Process Work?

Before starting the pre-application process, the Organization/Enterprise/Company that will apply to the Vocational Qualification Authority (VQA), including the Approved Certification Body (CBs), must complete the Examination and Certification Seminar organized by CBs. Calendar, application, and fee information about the seminar is published on the official site of VQA. Institutions and organizations that wish to carry out examinations and certification activities based on National Qualifications must obtain authorization from VQA. The VQA authorization process consists of the following steps:

Certification organizations that wish to apply for authorization first perform their operations of registration to VQA Web Portal.

As a result of the examination and evaluation carried out by VQA, the “Preliminary Authorization Agreement” is signed with the organizations whose preliminary application is approved.

The application process is carried out through the Turkish Accreditation Agency (TURKAK) for accreditation review. Certification bodies that have signed the Preliminary Authorization Agreement must have completed the accreditation audit according to the international personnel certification standard of “TS EN ISO/IEC 17024:2012 Conformity Assessment - General Requirements for Personnel Certifiers".

The accredited certification body saves the requested information and documents in the authorization application section of VQA Web Portal, and the documents updated during the accreditation process to the portal and deliver the necessary documents to VQA.

The organization's authorization application documents are examined, and as a result of the evaluation, the organization whose application is deemed appropriate is given authorization control.

In case there are no nonconformities as a result of the audit or if any nonconformities found are closed, the “Authorization Agreement” is signed with the organization.
